Tops Cops is the first-ever of three titles involving a two-man squad that deals with cases that are outside the law. A teen has been in a drive-by shooting on the streets of New York City by a military handgun. It seems that a lot of military weapons have been showcasing up in the hands of small-time criminals lately. And a New York City Police Sergeant wants to know why. But he needs help, so he resorts to kidnapping an ex-special (Rigger) and subjects him to some strange persuasive technologies to persuade him to help. Once he does, they continuously haunt those dealing in the illegal weapons. Lots of location shooting including a mini-race car chase.
