Tops Cops is the very first of three titles involving a two-man crew that deals with cases that are outside the law. A teen has been killed in a drive-by shooting on the streets of New York City by a military handgun. It seems that a plenty of of military weapons have been appearing in the palms of small-time criminals lately. And a New York City Police Sergeant wants to know why. But he needs help, so he resorts to kidnapping an ex-special (Rigger) and subjects him to some strange persuasive technics to coax him to help. Once he does, they continually haunt those dealing in the illegal weapons. Lots of location shooting including a mini-race car chase.
